I have the honor to enclose a copy of a letter from Mr. S. Campbell, Manager of the Bank of Western India, proposing the circulation of notes of Ten Dollars and upwards, within the Colony, and soliciting the countenance and support of the Government to the same:

On the 28th Ultimo, I brought the subject to the notice of the Executive Council, when the great convenience of a paper circulation, duly guaranteed by securities, was readily acknowledged, in a place where all cash payments are difficult and operose; but, it was resolved
